After watching a video on a character model and sculpt, I saw that they block out the basic geometric anatomy first to get proportions and things right. Still in the early stages, I have just got things like head, eyes, chest, torso, hips, and limbs. All are subdivided cubes I sculpted into shape.
My plan is to finish the base mesh and all his clothes and things before going into sculpting and then do a proper retopo.

After doing the body retopo, I found the problem was still there. I searched for similar problems and found I just had to recalculate the normals. Still, Proper topology for the body was good to get done and made subdividing in the future safer.
It might still need some tweaking around the neck, but for the most part it’s done. I also added eye lids and eye sockets, modelling after retopo them in by snapping them to the eyeballs. I also added a throat system with tongue and teeth.
